Abstract

El Estado mexicano en América Latina ejerce el más estricto control sobre el acceso a las ondas electromagnéticas y las operaciones de los medios de comunicación. Su compleja y conflictiva relación con la Iglesia, los partidos de oposición y las organizaciones sociales de hecho, elimina las posibilidades de crear emisoras verdaderamente populares o independientes. Las excepciones son tan pocas que merecen especial atención.
