Abstract

En América Latina aumenta la presencia de las comunicaciones en casi todos los procesos y actividades sociales. El desarrollo de nuevas tecnologías y el refinamiento de las técnicas y políticas para su uso óptimo en la gestión de lo social, indican que el fenómeno marcará el futuro de las sociedades. Esta tendencia global repercute en Latinoamérica cuando ésta se encuentra en una grave crisis social y económica mientras busca la democratización política.
