Abstract

En sociedades con una enorme pobreza educativa, como las latinoamericanas, es difícil que el derecho a la información sea una realidad plena, pues la educación constituye una base fundamental para ejercerlo. Solo en la medida en que tengan plena y amplia vigencia los derechos a la educación, información, expresión, participación -señala el autor-, será posible el derecho a la comunicación, del cual los primeros son parte, sustentáculo de la democracia
