Democratization of communication: comparative indicators of media policy and TV industry in Mercosur

The article presents the synthesis of methods and results of a doctoral research on the regulation of TV in Mercosur countries. A structure of categories of indicators has been developed to support the comparative analysis of media policies; from document analysis, interviews and qualitative interpretation of the results, considering historical and contextual aspects. The application of the indicators methodology brought a panoramic map with relevant information for comparative analysis and, when interpreted within the analyzed contexts, demonstrated the need for a constant process of participation to ensure the strengthening of civil society as a political actor and to make possible the democratization of communication.References
