Abstract

El juicio político (impeachment) del presidente Collor de Brasil es un hecho de extraordinaria significación para América Latina. Demuestra que un dispositivo de inspiración democrática, nacido bajo el ideario constitucional estadounidense, puede ser usado sin perjuicio para las instituciones, incluso en sistemas democráticos incipientes donde prevalecen el clanismo grupal, el individualismo egocéntrico, las disputas entre feudos, la cultura del fisiologismo y las burocracias acostumbradas al ocio y a la corrupción. Para entender la decisiva influencia de los medios en el juicio y la condena del presidente Analiza el autor los parámetros y escenarios que causaron la decisión parlamentaria.
