Abstract

Las instituciones públicas merecen y necesitan el escrutinio constante de los medios y la ciudadanía. La rutina del ocultamiento y la distorsión de la información desde el aparato estatal también es censura y milita contra el desarrollo de los medios y la sociedad. Las instituciones públicas manejan información como materia prima del poder. La regla es exigir el mayor sigilo para el descontento general.
