Abstract

Estados Unidos y Rusia representan el 15 por ciento de la población mundial sin embargo utilizan el 50 por ciento de la órbita geoestacionaria, mientras todo el Tercer Mundo emplea menos del 10 por ciento. Los países del Pacto Andino se encuentran trabajando conjuntamente en el uso compartido de un solo sistemas satelital CONDOR. Pero los críticos norteamericanos consideran que es una manera ineficiente e irracional congestionar el espectro orbital.
