Abstract

La doble presencia de la palabra democracia en el título del trabajo trasunta la preeminencia dada por el Proyecto Principal (P.P.) a aquellas poblaciones blanco de su acción constituidas por grupos menos favorecidos, así como la decisión de "promover la participación de la sociedad y de sus comunidades en los procesos de planeamiento, administración, reforma y desarrollo de la educación y, particularmente, en la concepción y ejecución de las acciones conducentes al logro de los objetivos del Proyecto Principal""."
