Abstract

La UNESCO ha sido el foro principal para el debate sobre políticas nacionales de comunicación. Ello es lógico puesto que dicho organismo de Naciones Unidas incluye entre sus obligaciones la de propiciar el mejoramiento de la comunicación. Pero la lucha latinoamericana por esa conquista no tuvo como escenario único a tal entidad internacional; se realizó en diversos frentes de reflexión y acción nacional que alcanzaron resonancia internacional. Y contó con varios combatientes protagónicos
