Abstract

El autor se muestra como un convencido de que las utopías están vivas y señala que se requiere de una actitud de apertura y quiebre, que lleve a recuperar/rescatar la comunicación de los medios y de las tecnologías, y devolverle su sentido humano y revelador para lograr una vida digna en sociedad. En este tema trata sobre las políticas de comunicación en Bolivia y Ecuador, la contribución de Luis Ramiro Beltrán, al tema de las PNC.
