Abstract

Las principales instituciones donantes de carácter bilateral son mayoritariamente organismos públicos. La UNESCO es la institución más importante y activa como financiadora de proyectos de comunicación. La aplicación de proyectos internacionales relacionados con la comunicación han ido en creciente detrimento y marginalidad. Todos los proyectos de alguna forma se orientan a favorecer procesos de democratización política y social de los países. La mayor modalidad de intervención es el apoyo a los planes de formación a mediano y largo plazo.
