Abstract

En esta primera entrega se hace una introducción a la problemática con varias reflexiones para considerar que la E-administración o E-Government, no es la panacea de todos los males de los ciudadanos de a pie. Hoy existe un proceso de democratización del acceso a la información pública, sin embargo los grandes logros tecnológicos no pueden aportar nada para grandes y pequeños estratos de la población. Los eventuales servicios a la comunidad son: el censo, las elecciones on-line, documentos digitales de identidad, matasellos y firmas digitales, pago de impuestos o facturas, servicio de correos y telecomunicaciones, portales ciudadanos.
