La información se ha convertido en un requisito social, además de un derecho humano y ningún ciudadano puede permanecer al margen. Las nuevas tecnologías pueden ofrecer servicios de valor añadido para lograr una integración total. La Sociedad de la Información debería entenderse a las interrelaciones humanas no a las de las máquinas
