Abstract

La Unión Internacional de Telecomunicaciones -UIT- excluye la participación de las ONG como representantes de la sociedad civil y admite solo dos categorías de miembros: estados y empresas privadas. Frente a esto, varias ONG especialmente de comunicación, están luchando para democratizar este espacio y oficializar su participación.
